A capital plan is only as good as its basis

Replace the rooftop units is a sentence. A plan needs to know which units, how many, at what unit cost, in which year, and where the quantity came from.

Attaching every line to real elements means the number has a provenance. When somebody asks how you got it, the answer is a set of elements you can point at.
